This report comprises the findings and recommendations of an inquiry into the adequacy of the present regulations governing HGVs, buses and coaches. Topics covered include: the extent to which these regulations were abused; the efficiency and effectiveness with which the regulations were enforced and the extent to which enforcement might be improved by better targeting of offenders, increased penalties for violations, increased funding of the enforcement authorities, or giving those authorities wider powers; whether the responsibility for enforcement was sensibly divided; the extent to which violations of the regulations distorted competition within the road transport industry and between road and rail transport by giving a competitive advantage to those who did not comply with the regulations; and the effect of violations of the regulations on the number of road casualties. The Committee lists a total of 35 separate conclusions and recommendations covering these issues.
