This book, written by industry economists and telecommunications specialists of Western and Eastern European countries focuses on the evolution of network structures and on the problems of implementing the badly needed telecommunications take-off in the most important transition countries. The policy options, the instruments and the severe policy constraints imposed by the economic and social transition and by the necessity to comply with the liberalization principles of the EU (as laid down in agreement with the EU) are carefully elaborated, enriched by countrywise collected bodies of scattered factual information (statistics, figures, maps etc). Special reference is always made to evaluating the policy concepts and their implementation under the constraints mentioned above, to new networks and services and how their potential contribution to a more competitive structure has been brought to bear.
