Many of the recommendations dealt with cross-cutting issues affecting all parts of government; others pertained specifically to individual departments. Some recommendations resulted in Executive Orders call ing for specific actions; others tied in with complementary legislation (such as the Government Performance and Results Act). A series of reinvention labs were authorized to continue the process of finding new and better ways to run the government. Each Federal department was asked to do its own performance review to try to locate additional areas which needed improvement. All of these actions are part of rein venting government. They are often referred to as npr activities. This publication highlights many of the reinvention accomplishments and ongoing activities that have taken place throughout usda during the past year. As a window on reinvention, it is intended to give usda employees a picture of change within the Department of Agriculture.
