The present essay is the development of an investiga tion begun some years ago of an unimportant portion of our Internal Revenue System. At that time the federal revenues were largely in excess of all current demands of the Treasury; and the policy of the party dominant in the councils of the nation seemed to be towards the gradual reduction, if not the permanent relinquishment, of all of the internal or excise taxes.
