Second, it would reduce the maximum corporate capital gains tax rate to 25 percent.
Third, taxpayers who are unfortunate enough to sustain losses on the sales of their personal residences would be able to deduct those losses as capital losses. Under current law, we tax gains on homes but we do not allow deductions for losses, and that is just plain unfair.
