The Labour government has attempted to address historical tensions in funding provision for people in supported housing and residential care, as well as those who need support to live more independently whatever their accommodation. A process of reform has been built on three main vehicles of review: the "Supporting People" review of support services and supported accommodation; the Royal Commission on Long Term Care; and "Modernizing Social Services" from the Department of Health. This report explores the relationship between these three key areas of government reform and examines the underlying consistencies and contradictions between them.
