This report (CERF No. 94-5012) contains the results from a survey conducted by the Civil Engineering Research Foundation (CERF), the research affiliate of the American Society of Civil Engineers. CERF conducted this survey of the highway community to assess: existing systems, facilities, procedures, and practices for evaluating and introducing new technologies into the highway community; the needs and expectations of the highway user community and those organizations interested in marketing new highway technologies; and the potential acceptability and usefulness of the Highway Innovative Technology Evaluation Center (HITEC). Survey data were collected from three broad categories within the highway construction community: users of innovative products; entrepreneurs, including inventors, developers, and marketers of highway innovations; and research institutes and private testing and evaluation laboratories. This report provides a summary of existing new product evaluation activities, and policy/technical guidance to plan and operate HITEC.
