Excerpt from Statement of Facts, in Regard to the Taking of the Loan of Four Million Dollars, by the Bank of Pennsylvania, in March 1830, Connected With the Re-Charter of Said Bank
The act itself contains in express terms the grant which was made by the Legislature to the Bank, and that might be regarded as expressing clearly the contract between the Legislature and the Bank.
What is included within the provisions of the act must be regarded as containing the terms of the contract. We look to the words of the instrument to ascertain the contract of the parties.
