Every moment, sir, that this war has been continued since the armistice agreed on between Governor Prevost and general, Dearborin, it has been under a new character, whatever may be said of its justice When declared. The policy, necessity and jus-t ftice of the war wasa settled question when the armistice was re jected. If ever just, 1t became from that moment unjust, wanton and unnecessary, as it has been uniformly'ruinous and disgraceful. And yet sir, defenseless as we are, our sea-board unprotected, depending chie?y on the forbearance of the encm y, we are invited.
