The present political contest in this State opens upon its people in circumstances of unusual interest, and Opens to discussion many questions of unusual gravity. Some of them are invested with the attraction of novelty some of them, if not altogether new, acquire new importance in consequence of new relations and new applications; some are more familiar, but not, on that account, trite and hack heyed, while others require us to consider the administra tration of our Governments, State and National - not in the aspect of party interests and divisions, but penetrating below the surface of ordinary political debate, to explore principles which lie at the foundation of government itself, the explanation of which is to be sought in the solutions of social philosophy.
