Have you ever soberly weighed its effect upon the public interests in the constant change of public functionaries which is to follow its adop tion? One spring, the Democrats are successful at. The polls, and the following winter out go the Whig holders of office: the next election day, by one of those strange revolutions in politics which are every day occur ring, the Whigs are victorious, and at the ensuing session of the Legisla ture, they in their turn, as matter of sheer justice, displace the demo cratic incumbents. The consequence is, that just as the public officer is becoming familiar with the duties of his post, he is turned out, and the interests of the people fall into inexperienced and incompetent hands.
