Excerpt from Speech of Mr. Johnson of Arkansas, in the C. S. Senate, February 9th, 1864, on the Bill to Limit and Define the Terms of Office of the Principal Officers or Heads of Departments
That the term of office of the secretary or principal officer of each one of the several executive departments, shall be for the same period of time as that of a member of the house of representatives, and shall expire at the end of each congress of the Confederate States; but that the same officer may be renominated, and shall be competent, if con firmed, to occupy and to enjoy the rights and to discharge the duties of said office for any number of terms.
