Excerpt from Speech of Mr. Fessenden, of Maine, on the Message of the President Transmitting the Lecompton Constitution: Delivered in the United States Senate, February 8, 1858
I read from page 4 of the report, in which it is stated to be eminently proper and necessary for two purposes: first, to enable them to regulate and mould their institutions to suit themselves; and, second, to form a Constitution, preparatory to their admission into the Union. If the author of the bill put that interpretation on it in a re port made to Congress, I see no great harm in the President putting the same construction on it. 1 think it was the true interpretation.
