Excerpt from Speech of Hon. N. P. Banks, of Massachusetts, Upon the Representation of the United States at the Exhibition of the World's Industry, Paris, 1867: Delivered in the House of Representatives, March 14, 1866
Mr. Stevens moved that the rules be suspended, and that the House resolve itself into the Committee of the Whole on the state of the Union.
The motion was agreed to, and the House accordingly resolved itself into the Committee of the Whole on the state of the Union, 1 (mr. Wilson, of Iowa, in the chair), and proceeded to the con sideration of House Joint Resolution, No 52, to provide for the expenses attending the exhibition of the products of the industry 1 of the United States at the Exposition 1n Paris In 1867.
Mr. Washburne, of Illinois. I move to lay that aside and take up an appropriation bill.
Mr. Banks. I hope not. It IS necessary this question should be settled.
