Finally it must be confessed that it is With some trepidation that the study is submitted, because of the lack of the opportunity for ade quate checking. The mass of statistics submitted for analysis and the very limited time available made it necessary to delegate a substantial share of the arithmetical calculations. Doubtless errors will be found but the writer bespeaks the indulgence of his critics on the ground of the speed which was demanded both in writing and in printing.
