The extent of such discussions and vituperation will, in general, be proportionate to the true liberty which the country enjoys. In turbulent times beneficial laws and institutions may be overborne and destroyed, but in the main, the goodness of laws and institutions is tested by the fact of their bearing discussion and surviving vituperation.
