Others will argue today that the 14th amendment's grant of birthright citizenship was meant to apply to all persons except cer tain native Americans and the children of diplomats. They will argue that their position was reinforced by the Supreme Court's 1897 ruling in United States v. Wong Kim Ark. If they are correct, then a constitutional amendment would be required to modify birthright citizenship.
