The priority attached to improving the operation of education system and raising standards provides the context for this report. It recognises that the work of individual teachers is central to educational achievement, and the focus of the recommendations is to enable schools to recruit, retain, and motivate teachers of high quality. The dominant issue raised by all the parties is funding, which underlies representations from the classroom teacher unions for a range of new nationally prescribed conditions aimed at moderating the demands on individual teachers. Comments on recruitment are made in the light of the DfEE proposed changes to the operation of the Teachers' Superannuation Scheme although the implications of the proposals are not discussed in detail.
