To the Honorable General Assembly of the State of Rhode Island: The Board of Education, in presenting their Sixteenth Annual Report, are gratified in being able to state that our schools are gradually gaining in in?uence and power. In comparing their present condition with the past, they are confident that, through the earnest and indefatigable labors of our State Commissioner and the increasing in?uence of our Normal School, they are making commendable pro gress and improvement.
