IX. The Board of Directors shall make such By - laws, for the management of the property and the regulation of the afiairs of this Corporation, as its objects may require, provided such By - laws be not repugnant to this Charter, the Constitution and, Laws of this Commonwealth, and the Constitution and laws of the United States.
