Dr. Belanger fought laws that simultaneously would be used to get politicians elected while turning much of a state mental hospital into a locked treatment center for violent sex offenders. This allowed the state government to divert mental health resources from sexual abuse victims and ordinary citizens alike, expand its prison-like capacities as a state, while proclaiming it was making everyone safer. When this doctor does not give the testimony that's wanted by the Governor, he himself is targeted. Taking a fall through Homeland Security Administration, he loses his job and his licenses.
