Excerpt from Second Biennial Report of the State Board of Control of West Virginia: For the Biennial Period Ending September 30, 1912
In conformity with the law creating the State Board of Control, we have the honor to submit herewith our second biennial report, covering the period from October 1, 1910, to September 30, 1912.
The volume of our work has so increased that we deem it advisable to publish this report in two parts, as follows: Part One, covering the penal and charitable institutions, and, Part Two, covering the educational institutions, commissions and boards.
