This description of the progressive enlargements of the scope of the survey furnishes a favorable opportunity for com ment on the general purpose and function of a school survey. It is not the business of such an inquiry to determine the individual efficiency of particular teachers. It is rather the duty of the survey to bring together the evidences that show in general the character of the work done by the system as a whole. It is the duty of the survey to show the points at which the system is most highly efficient and the points at which suggestions of improvement can be made. A first survey of a school system is limited in that it can not show how far the system has progressed from year to year.
