Where unusual conditions are encountered, in constructing foundations, such as rock excavation, piling or unusual grade conditions, the cost thereof should be estimated separately.7 After the contracts are duly signed, it shall be the duty of the archi teet to report to the Commissioner of Education the name or names of the successful bidders and the amount or amounts for which the contracts have been let; also to furnish a list of all the bidders together with the amounts of their respective bids.
