Sally and Billy are siblings mistakenly abandoned in the woods by their parents. But these woods are also the frontier of a strange and dangerous place known as Babyland. As night approaches, they rescue a kitten who has been injured by the leader of Babyland. The three of them are immediately threatened by border patrol agents looking for invaders, and the kitten is captured and taken back into danger. Sally and Billy give chase, determined to save Kitty. The siblings find themselves in a dystopian city ruled by Big Baby, a narcissistic despot who wants everything and doesn't like to share. He has installed gas lighting on the streets and in the buildings to cloud the minds of his followers, who have all been duped by his lies. They blame everyone and anyone different from themselves for their problems. And they're mean to cats. Sally and Billy face grave danger in their struggle, and confront a deadly evil no child should ever know. Especially children who have been abandoned in the woods.
