Since 1984 there has been a decline in size of local authority stock from 4.9 million in 1980 to 3.9 million in 1991, whilst the number of households classified as homeless has risen. How is this dwindling stock allocated and to whom? What routes are there into social housing? How do councils hold their waiting lists? How good are waiting lists as an indicator of housing need? This research study answers these questions, providing an insight into local authority waiting lists and new tenancies.
