Little information is available to central government on local councils, as was highlighted by the Widdicombe Committee's report in 1986. Therefore the primary purpose of the Department of the Environment in commissioning this two-stage research study by Aston Business School was to fill this information gap. The initial stage of the research comprised a large-scale survey . This publication reports on the second stage which was undertaken in 1992, and is a series of detailed case studies of 15 local councils of different sizes and types. The extent and nature of their activities and the way they conduct their business is examined.
