Crawford les rapports remarquables des commissions établies à Philadelphie (t) et à New York (a), pour connaître des réclamations élevées contre certains abus qui s'étaient introduits dans les prisons; on y puise des données exactes sur l'état réel des établissemens pénitentiaires, et on y voit qu'en général on n'y applique point l'isolement absolu, si ce n'est à Philadelphie et que cette mesure doit ètre regardée comme préjudiciable à la santé des détenus.
