This volume examines the technical basis for arms reductions agreements that could cut the sizes of the US and Soviet nuclear stock-piles by 90 percent or more. It is the result of a joint research project of the Federation of American Scientists and the Committee of Soviet Scientists for Peace and Against the Nuclear Threat.;The book begins with two studies which show that the stability of the US/Soviet nuclear balance could be enhanced by the preferential elimination of weapons that are both vulnerable and threatening to the nuclear forces of the other side. The remainder of the book focuses on the verification of direct limits on nuclear warheads. This new approach to verification is complementary to the traditional approach to arms control verification, which has focused on bombers, missiles, and missile launchers.
