Recent experience has convinced yoi1r Committee that the arrangements heretofore subsisting for the management of its affairs, and especially for the administration and control of the Training Colleges, are in various respects unsatisfactory; and they respectft suggest that a special committee should be appointed by the Assembly to consider and report on the best means of managing those affairs, and of securing for these import ant institutions effective supervision without undue interfer and with adequate personal responsibility.
