AT the close of the Fourth Volume of the Reports of the late war, the engagements of the Editor seemed, for a time at least, to have terminated with the subject-matter on which they had been employed. The recommencement of hostilities has opened sources of fresh materials; and, under the same hope of contri buting usefully to the stock of public information, this work is again resumed, and will proceed in the same order and form, and under the same general assurances, that were originally professed.
