Excerpt from Report of the State Highway Department of Pennsylvania for the Year 1905
The clerical work of the Department has increased so rapidly that the bookkeeping methods which were first adopted were found inadequate, although careful study had been given to the matter when the Department was organized. In order to cope with the increased work already necessary, and the further probable increase to be experienced in the future, a new system of keeping the records of the office has been devised, after examining the systems in use in the Highway Departments in other States. The new system will be soon put into use.
