Excerpt from Report of the Inspectors of the Western Penitentiary of Pennsylvania, for 1851
This addition to the number of convicts requires a corres ponding increase in the numerical strength of the internal police of the Prison. We have appointed an additional overseer, and watchman, for which we respectfully ask an appropriation.
The demands from this quarter upon the State Treasury have been so few and far between, and the admirable economy and skill of our meritorious Warden, A. Beckham, Esq. Having for many years relieved the county treasuries fi'om the burden of subsisting their prisoners, we are justified in the expectation, that you will readily and promptly com ply with our recommendations.
