Excerpt from Report of the Electric Railway Test Commission: To the President of the Louisiana Purchase Exposition
The organization of the Electric Railway Test Commission was due to the recognition, by the Officials Of the Louisiana Purchase Exposition, of the fact that the presence of a large amount of electric railway apparatus, gathered together for exhibit purposes, offered an exceptional opportunity for obtain ing practical and Scientific information of equal interest to the producer and to the user of electrical machinery; and of the further fact that such investigations could most advantageously be carried out under the auspices of the Exposition.
In order to take advantage of this Opportunity, President David R. Francis, in November, 1903, in consultation with Professor W. E. Goldsborough, Chief of the Department of Electricity, appointed five commissioners to study the situation and to devise ways and means for accomplishing the desired ends. This commission was selected so as to give representation to all branches of the electric railway industry and was made up of the following.
