Excerpt from Report of the Committee on Finance of Select and Common Councils, in Relation to the Accounts of the Board of Health: Presented, Dec. 3, 1857
It is evident from the terms of the section, that the Legislature regarded the first organization of the Board of Health as merely temporary. It Is an ano maly, when considered in its relation to the general form Of our municipal government.
There is a nominal control given to Councils over their expenditures; but it is merely nominal; for while Councils may limit the appropriations to the Department, they cannot restrain the Board from con tracting debts, above the sums appropriated, which the City is liable for.
