The powers thus defined were as broad as those Of the Minnesota Commission's, and the Pennsylvania act appropriated for its Commission's use. In many of the states voluntary councils of defense had been or were afterwards organized without legal authority, and were supported by popular subscription, and several states, like North and South Dakota and Montana, later adopted measures framed largely on the Minnesota model. But with the exception afforded by Pennsylvania, Minnesota was not only the pioneer, but the early pioneer in this class of legislation.
