Excerpt from Report of Delegates Appointed to Negotiate for the Acquisition of Rupert's Land and the North-West Territory: Laid Before Parliament by Command of His Excellency the Governor General
The Canadian Government were not consulted as to the terms of this Act; they could not understand why it was necessary, and greatly doubted the expediency of passing it.
The Duke of Buckingham and Chandos, having opened negotiations with the Hudson's Bay Company under the authority of the Act last mentioned, invited a delegation from the Canadian Government to confer with him in this country. The undersigned, duly com, missioned for that purpose, repaired to London in October last, and had frequent interviews with His Grace before his retirement from office.
The proposals submitted to the Company by the late Government in the letter of Mr. Adderley of the 1st December last, were not made at our suggestion, although we were dis posed to think (and so informed His Grace) that if the Company accepted them, the Canadian Parliament might be persuaded to undertake the duties of legislation and government in the territories on the conditions specified.
