Mental Incapacity shall be interpreted to mean feeble-mindedness or such nervous disorders as to make it either impossible for such a child to profit by the instruction given in the school, or impractical for the teacher prop erly to instruct the normal pupils of the school; and the attendance officer may require of the parent a certificate to this effect, signed by a reputable physician.
