If we have an inefficient, nu satisfactory government, it is our own fault, for, in Los Angeles and the State of California, at least, the people are supreme. To bring this fact home to the great mass of our citizenship, the facts set forth in the following pages, and the comments thereon, are presented to the public. The old order changeth, it is true, but the new order that is to supplant it cannot be successfully conducted on the old lines.
