Any regulations or instructions promulgated prior to January 1, 1908, inconsistent with these regulations are hereby rescinded, and all questions arising as to the construction or execution of any law or regula tion herein referred to must be submitted for decision to the surveyor, or, if there be no surveyor, to the collector at the port.
