To the many friends of the writer, whose names shall not be recorded but who have rendered invaluable aid and encouragement, I wish to evidence my profound apprecia tion. Without the cooperation, judgment and painstaking care in answering all sorts of requests made upon members of the Commission and its staff, this book would have been wholly inadequate in presentation and incomplete in data.
