Wisconsin has been one of the pioneers in the field of railroad and public utihty regulation by a state commis sion. The results of this legislation have, on the whole, been satisfactory. The aim of this volume is to present the important facts of this history of railroad and public utility regulation; to analyze the chief problems confront ing this system of control and to measure the accomplish ments, industrially and politically.
This study is the outcome of a continuous personal in terest in the work of the Commission since its organization in 1905 As a member of the legislature, serving as chair man of the assembly committee on transportation, the writer has watched the development of the state regulation idea in Wisconsin, noted its shortcomings and its achieve ments He has seen the confidence of the public in this plan manifested by each succeeding legislature, which has delegated to the Commission wider powers. An earnest attempt has been made to set down these facts about regu lation impartially. If there be bias it is in favor of the present system, which has accomplished so much for the public, when contrasted with the deplorable condition favoritism to shippers, inequality of rates and inadequacies of service - previously existing.
