While many countries in Asia-Pacific have made commendable efforts to set up policies, as well as administrative, legal and regulatory frameworks, to properly develop and manage aquaculture, some countries are still lagging behind. And among those that have progressed on policy, implementation is often delayed due to a lack of financial and skilled human resources. This review focuses on an issue that must be addressed without delay if the aquaculture sector in Asia-Pacific is to continue to develop sustainably.
