The hearing today and those which will follow are addressed to the policy questions presented by the proposed code prepared by the National Commission on Reform of the Federal Criminal Laws. We have a distinguished list of witnesses this morning. I regret to announce, however, that the press of Senate business this after noon regarding the equal rights amendment will require us to com plete these hearings this morning, but this acting chairman will be willing to sit as late as a quarter to one, if necessary, to get that job done. We have several very excellent witnesses, but only about two and a half hours. I must therefore ask that each presentation, including questions, be limited to one-half hour per witness. There is, of course, no limit to the length of the written statements that may be inserted into the record. I am sure, also, that questions raised may be pursued by correspondence and, if necessary, exchange of more than one letter each way.
