This study assesses why the problems of trade imbalance and economic friction between the United States and Japan have remained so resistant to the array of remedies attempted. In examining the main components of the issue - macroeconomic policies, structural phenomena and trade policies in both countries - it offers suggestions as to what should be done.;Particular attention is paid to the relationship between trade and financial issues, including America's dependence on Japanese financing of its deficits and Japanese direct investment in the United States and the domestic politics of the economic issues in each country. "Revisionist" views of Japan are taken fully into account.
