He thought that the representative of Australia should be one who is responsible to the people; he should go from that par liament instructed - for that was the proper term - as to what the people of that country conceived to be that policy which would best concern their interests and at the conclusion of his mission he should come back and report to that parliament of which he was a responsible member, and then it would be for the parlia ment and the people of Australia to express approval or disap proval of what he had done.
