Any revamping of The Older Americans Act needs to be done starting at the customer level and working through the rest of the bureaucracy. The Older Americans Act started with a strong serv ice orientation and needs to be returned to that focus.
If there is to be any block-granting, it should support empowerment of local community providers, with an emphasis on the best quality providers and nutrition service. There should be an investment in field innovation, research and demonstration, with encouragement incentives for upgrading direct services. Multiple year contracting should be at the center of this directive.
