This White Paper identifies the means by which changes have been brought about in Scottish schools, colleges, and universities; how they are organized; how they are managed; what they teach; and how they respond to the needs of the people and the economy they serve. Since 1979, Scotland's economic, cultural, and technological successes have reflected the quality of its education provision. This Paper reports that: the number of pupils in nursery schools has increased by 55 per cent between 1979-80 and 1995-96; average class sizes in 1995-96 were 24.8 in primary schools and 19.5 in secondary schools; the total number of students in higher education increased by 64 per cent between 1980-81 and 1993-94, with the number of full-time students increasing by 84 per cent and part-time students by 27 per cent. New proposals for the future are presented.
