The implications of the National Curriculum and national assessment for racial equality in schools have been the subject of much debate, but equally significant is the introduction of school-based management. This pamphlet explores the relationship between local management of schools and racial equality in one Local Education Authority and, specifically, one of its secondary schools. It examines the status of racial equality issues in the LEA's policy priorities, and in a case-study of four schools, it illuminates the processes by which 'race' are defined.
