This text provides an exploration of the actors and institutions involved in the formulation of US foreign and defence policy. It examines how issues get on the foreign policy agenda and how different parties manoeuvre to influence policy. It covers traditional inputs into the policy-making process (Congress and the President), and non-traditional inputs (public opinion and media). Included are case studies on the Iran Contra affair and Operation Desert Storm, that show decision making in a real world context. It also includes discussion of economic as well as defense policy so that students can see how the priorities of American foreign policy have changed with the end of the Cold War.
